Breast Surgical Oncologist

Dortha Chu

MD, PhD, FACS

Dr. Dortha Chu is a board-certified breast surgical oncologist known for her compassionate, patient-first approach. She specializes in minimally invasive, hidden scar, and oncoplastic techniques. 


  • With leadership roles such as Assistant Clinical Professor at City of Hope and Chair of the Surgery Department at Mercy Merced Community Hospital, her dual MD/PhD in biomedical sciences (immunology focus) enhances her personalized treatment plans. An advocate for early screening and genetic testing, Dr. Chu supports recovering cancer patients and guides newly diagnosed individuals through treatment options. She collaborates with a multidisciplinary team to provide comprehensive care. Dr. Chu’s volunteer work with non-profits and multiple recognitions, including City of Hope’s 5-Star Patient Experience Award, underscore her commitment to cancer care.

Breast Surgeon

Tony Chang

MD, FACS

Dr. Tony Chang is a highly experienced and compassionate surgeon specializing in breast cancer surgery. He has dedicated his entire career to serving breast cancer patients in California's Central Valley


  • Dr. Chang has held various leadership roles, such as Chief of Surgery and Breast Cancer Program Director. His work involves coordinating breast cancer care across different specialties like Plastic surgery, Medical Oncology and Radiation Oncology. He also partners with mental health, nursing, social work, and nutrition teams to provide complete care. Additionally, he has taught at UC Davis Reach PRIME Medical School and the Fresno VA Medical Center. Dr. Chang is a member of several professional organizations, including the American Society of Breast Surgeons and the American Medical Association.

Radiation Oncologist

Li Liu

MD, FACS

Dr. Li Liu, M.D., is a board-certified radiation oncologist and the Medical Director at Fresno Cancer Center, where he specializes in delivering advanced radiation oncology therapies using state-of-the-art, evidence-based techniques and cutting-edge treatment technologies to optimize patient outcomes and minimize morbidity.


  • With an extensive career spanning prestigious institutions like Beijing Medical University, Brown University, and the University of Pennsylvania, Dr. Liu brings decades of expertise, having served as Medical Director and authored numerous publications on innovative cancer treatments. For over 20 years, he has been dedicated to serving the Fresno community, providing compassionate and innovative care to his patients.

    Apart from his medical work, Dr. Liu enjoys outdoors, photography and videography as creative outlets and means of connecting with patients. His camera captures the natural world's beauty, providing hope and emotional comfort to patients with limited mobility due to illness. The motivation from his patients fuels his commitment to medical excellence and artistic exploration, enhancing his compassionate, patient-focused approach.

Breast Surgical Oncology

Leslie King

NP

Leslie King, our Nurse Practitioner specializing in Breast Surgical Oncology at Fresno Cancer Center + Central Valley Breast Care. She brings over a decade of diverse experience from Kansas, Georgia, and Missouri to our team. Her expertise spans breast surgical oncology, women's health, and comprehensive care management, including palliative care.

Leslie is particularly focused on benign breast conditions, post-operative care, and supporting those at high risk for breast cancer or navigating recovery. Her vast background enriches our exceptional patient care, staff support, and team collaboration.


Oncology Survivorship

Brittany Daddino

NP

Brittany Daddino, Nurse Practitioner in Oncology Survivorship at Fresno Cancer Center + Central Valley Breast Care, has over 7 years in Oncology Survivorship and 11 years in Medical Oncology. She collaborates with breast surgical oncologists to deliver top-quality care. Her focus on survivorship care guarantees comprehensive support for patients and survivors during recovery, reflecting her commitment to the community.

Jasmine Seeger,

PT, DPT, CLT

Jasmine Seeger, Licensed Physical Therapist and Certified Lymphedema Therapist, brings her proven track record of delivering exceptional oncology rehabilitation care to Fresno Cancer Center + Central Valley Breast Care.

Returning to her Central Valley roots, Jasmine is poised to lead an innovative Lymphedema Therapy and Post-Surgical Rehabilitation program, leveraging her extensive experience and her unwavering passion for cancer patients, empowering patient recovery.


NURSE NAVIGATOR

Carmen Arambula

RN, MSN

Carmen is a master’s-trained nurse with over 20 years in women’s health and more than a decade in Medical and Breast Surgical Oncology. She guides patients and families through the cancer journey—from diagnosis to survivorship—helping them understand treatment options and serving as a key link to their care team.

She holds degrees from UC Santa Cruz and the University of San Francisco, with additional training in Public Administration from San Francisco State. Carmen has worked in hospitals, clinics, and community settings, and brings expertise in clinical leadership, education, emergency response, and public health.

She’s committed to providing compassionate, personalized care that supports each patient’s quality of life and goals.
